The looming Fed taper has been the talk of Wall Street for months, but it still came as a surprise to investors when it actually happened. Stocks rallied Wednesday following the Fed's decision to cut its $85 billion a month purchase of bonds by $10 billion, beginning in January. Outgoing Fed Chairman Ben Bernanke said the economy continues to "make progress." The Dow Jones industrial average (^DJI) soared 292 points on the news, its third biggest one-day gain this year. The Dow also hit a closing high, as did the Standard & Poor's 500 index (^GPSC), which gained 29 points. And the Nasdaq composite (^IXIC) rose 46 points. Consider it Bernanke's final present to the market before he retires from his position atop the Fed. Among the big blue chip winners, 3M (MMM) rose 3 percent, while Exxon Mobil (XOM), Chevron (CVX) and Goldman Sachs (GS) all rose 2 percent. But Microsoft (MSFT) was flat, reflecting across the board weakness in tech stocks. Many of the biggest players on the Nasdaq lost ground despite the overall market rally. Apple (AAPL) and Twitter (TWTR) ended lower and Tesla (TSLA) lost nearly 3 percent. Part of the reason for the tech weakness was an earnings miss and a weak forecast from Jabil Circuits (JBL), a key maker of electronics. Its shares plunged 20 percent. But homebuilders were strong following a report showing that housing starts last month rose to highest level in nearly six years. Lennar (LEN), which also posted strong earnings, jumped 6 percent. William Lyon Homes rose 4 percent, KB Homes (KBH) and Toll Brothers (TOL) each rose 3.5 percent. Ford (F) shares skidded more than 6 percent after lowering its profit forecast for next year. The company also warned that it may not meet its target for 2015 and 2016. In part, Ford blames the high expenses tied its planned launch of a record number of new vehicles next year. Finally, the movie theater chain AMC Entertainment (AMC) rose 5 percent from its $18 a share IPO price. This is expected to the last of 222 IPOs to hit the market this year.

Google pays the companies to use its service as the primary search engine in their browsers -- and in some cases pays them quite well. You don't have to be an expert technical analyst to figure out what's going on in shares of Visa (V) right now. The preeminent payment network is currently bouncing higher in a well-defined uptrend that's propelled shares since the start of 2013. This week, with shares testing that trendline support level for an eighth time, we're coming up on an ideal time to be a buyer.
But don't buy shares of Visa anticipating a move higher. Instead, wait for the bounce. Buying off a support bounce makes sense for two big reasons: it's the spot where shares have the furthest to move up before they hit resistance, and it's the spot where the risk is the least (because shares have the least room to move lower before you know you're wrong). And by actually waiting for the bounce to happen first, you're ensuring the Visa can actually still catch a bid along that line.
Remember, trendlines do eventually fail, and when this one does, you don't want to be holding the bag. We could very well get our bounce today in Visa. If you decide to buy, keep a tight stop in place.

Alamy NEW YORK -- Visa wants to make it easier for people to spot a cheaper prepaid card. The payment processor said it will put labels on packages of cards that meet a new set of standards it unveiled Tuesday. Those standards include a flat monthly fee and no hidden charges. Companies that issue Visa prepaid cards will have to apply for the new label, and the program is voluntary. It could take up to a year before the seal of approval starts showing up on packaging. Prepaid cards are mainly aimed at people without checking accounts. The cards allow people to pay bills, receive direct deposits and swipe it like a debit card in stores. But critics have said some cards aren't clear about what they charge, even attracting attention from the Consumer Financial Protection Bureau. The federal agency is currently testing fee disclosures that it may propose on prepaid card packaging. Visa (V) hopes its new label will push card issuers to be more transparent and lower fees. To receive the label, the card must have no fees for declined transactions, calling customer service, paying at a cash register, using in-network ATMs or for getting cash back at a register. The cards also must be insured by the Federal Deposit Insurance Corp. or the National Credit Union Administration. They will also have Visa's fraud protection. The new standards were developed with the Center for Financial Services Innovation and The Pew Charitable Trusts. Visa hasn't come up with a new name for the label yet, said Cecilia Frew, who oversees its prepaid card business. Since card issuers need to apply to receive the label, it could be nine to 12 months before Visa starts awarding them. The new label is only for U.S. cards. Visa has 25,000 prepaid card partners around the world.
